Odisha Computer Application Centre (OCAC), the Designated Technical Directorate of the Electronics & Information Technology Department, Government of Odisha, has established itself as a center of excellence in training, IT solutions, and e-Governance. Over the years, OCAC has played a significant role in driving the growth of IT in the state.
Registered under the Society Registration Act, 1860 on March 21, 1985, the Odisha Computer Application Centre (OCAC) operates as a Designated Technical Directorate under the Information Technology Department, a Public Sector Undertaking (PSU) of the Government of Odisha. The center is governed by a body of officials who guide professionals in realizing the vision and mission of the IT sector. Their expertise aids in setting goals, driving achievements, and making policy decisions to propel OCAC forward.
Initially, OCAC focused on computerization, providing computer education and training, and assisting government departments in hardware and software procurement. However, with the advent of technology, the growth of IT/ ITES services, and the flourishing IT industry in Odisha, OCAC's role underwent a significant transformation since 2000. It now encompasses the execution of e-Government projects, implementation of capacity building programs, management of Special Purpose Vehicles, industry facilitation, IT promotion, and more. The notification of the ICT policy in 2014 expanded OCAC's responsibilities as the nodal agency for single-window clearance for investments in the IT/ ITES/ ESDM fields up to a specified limit.
OCAC has conducted various programs across departments to promote human resource development, training, and awareness building. These initiatives focus on enhancing capacities related to guidelines, policies, and technical aspects of ICT implementation and e-Governance. Regular leadership meetings with political leaders, STeP (State e-Governance Programme Management), eGPM (e-Governance Project Management), eGLP (e-Governance Leadership Programme), eGCP (e-Governance Change Management Programme), and thematic trainings for key government officials are held. Additionally, computer training programs are offered statewide, including for employees of the Secretariat, to enhance general capacity building. To further improve the standard of training programs and overall capacity building, dedicated resources such as the State e-Governance Mission Team (SeMT) have been deployed.
OCAC has successfully completed the Customized Training Programme on e-Governance for 125 senior government officials in 2018, with support from the National Institute for Smart Government (NISG). Additionally, the center conducts various training programs in IT/ITeS, including O and A Level programs by NIELIT, programming languages, software testing, web application development, Oracle, Java, Dot Net, Arc GIS, and computer-aided design using AutoCAD, STADD.Pro, CATIA, Tally, among others. OCAC also offers a French language course with the assistance of highly qualified and experienced faculty members.
