UPSC- Combined Medical Service Examination- 2018: Union Public Service Commission (UPSC) issued UPSC Combined Medical Services Examination (CMSE- 2018) notification for the recruitment of 454 Assistant Divisional Medical Officer in the Railways, Assistant Medical Officer in Indian Ordnance Factories Health Services, Junior Scale Posts in Central Health Services vacancies.

Eligible candidates can apply online through www.upsconline.nic.in on or before last date 25th May 2018

as per notification, the UPSC will issue admit card to eligible candidates three weeks before the examination is scheduled to begin. Admit cards will be made available on the UPSC website.

The centres and the dates of holding the examination as mentioned above are liable to be changedat the discretion of the Commission. 

 Applicants should note that there will be a ceiling on thenumber of candidates allotted to each of the centres except Chennai, Delhi, Dispur, Kolkata andNagpur. Allotment of Centres will be on the first-apply-first-allot basis and once the capacity ofa particular centre is attained, the same will be frozen. Applicants, who cannot get a centre oftheir choice due to ceiling, will be required to choose a Centre from the remaining ones.Applicants are, thus, advised that they may apply early so that they could get a Centre of theirchoice. 

Eligibility

(I) Nationality A candidate must be either:

(a) a Citizen of India, or

(b) a subject of Nepal, or

(c) a subject of Bhutan, or

(d) a Tibetan refugee who came over to India before the 1st January, 1962 with the intention of permanently settling in India. Or

(e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African Countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

A candidate in whose case a certificate of eligibility is necessary, may be admitted to theexamination but the offer of appointment may be given only after the necessary eligibilitycertificate has been issued to him by the Government of India.

(II) Age Limit: (a) A candidate for this examination must not have attained the age of 32 yearsas on 1st August, 2018, i.e. the candidate must have been born not earlier than 2nd August, 1986. 

The upper age limit is relaxable as follows:

(i) Upto a maximum of 5 years if a candidate belongs to SC/ST.

(ii) Upto a maximum of 3 years in the case of candidates belonging to OBC.

(iii) Upto a maximum of 5years if a candidate had domicile of Jammu & Kashmir during the period from the 1st January, 1980 to the 31st day of December,1989.

(iv) Upto a maximum of 3years in the case of Defence Services personnel disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof.

(v) Upto a maximum of 5 years in the case of Ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 1st August, 2018 and have been released

  • on completion of assignment (including those whose assignment is due to be completed within one year from 1st August, 2018) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or 
  • on account of physical disability attributable to Military Service or
  • on invalidment.

(vi) Upto a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of 5 years Military Service as on 1st August, 2018 and whose assignment has been extended beyond 5 years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on 3 months notice on selection from the date of receipt of offer of appointment.

(vii) Up to a maximum of 10 years in the case of

  • blindness and low vision,
  • deaf and hard of hearing,
  • Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy,
  • autism, intellectual disability, specific learning disability and mental illness;
  • multiple disabilities from amongst person under clauses (a) to (d) including deaf-blindness.

Admission process

FEE: Candidates (Excepting Female/SC/ST/PH candidates who are exempted from payment of fee)are required to pay of fee of Rs. 200/- (Rupees Two Hundred only) either by depositing themoney in any Branch of SBI by cash, or by using net banking facility of State Bank of India or byusing Visa/Master/RuPay Credit/Debit Card.

The applicants are advised to submit only single application; however, if due to any unavoidablesituation, if he/she submits another/multiple applications, then he/she must ensure thatapplication with the higher RID is complete in all respects like applicant’s details, examinationcentre, photograph, signature, fee etc.

The applicants who are submitting multiple applicationsshould note that only the applications with higher RID (Registration ID) shall be entertained bythe Commission and fee paid against one RID shall not be adjusted against any other RID.

(b) All candidates, whether already in Government Service or Government owned industrialundertakings or other similar organisations or in private employment should submit theirapplications online direct to the Commission.

Persons already in Government service, whether in a permanent or temporary capacity or aswork charged employees other than casual or daily rated employees or those serving under thePublic Enterprises are however, required to submit an undertaking that they have informed inwriting their Head of Office/Department that they have applied for the Examination.

Candidatesshould note that in case a communication is received from their employer by the Commissionwithholding permission to the candidates applying for/appearing at the examination, theirapplication shall be rejected/candidature shall be liable to be cancelled.
